Talk to Duke Horacio in Lumbridge Castle

Duke Horacio can be found on the first floor in the northern bedroom, along with Sigmund.
Ask him for a quest. He’ll tell you he has discovered a strange talisman and asks you to take it to the wizard tower, where you should talk to the head wizard.
Head to the wizard tower, which can be a short walk west of the Lumbridge castle:
Head down the stairs to the basement and talk to Sedridor, and ask him about the head wizard.
Ask him about the head wizard, and he’ll ask you to see the talisman. Give it to him.
He’ll be amazed, and will ask you to take a package containing all his notes in regards to the talisman and rune stones to Aubury, who can be found in south-east Varrock.
Give Aubury the package. He’ll tell you to wait a few moments. Just talk to him again, and he’ll give you his research notes. Head back to Sedridor and give him the notes.
He’ll thank you and explain to you the history of Runecrafting and how it works. Whenever you want access to the Rune Essence, speak to him or Aubury and they will teleport you to it.
